Hauptaufgaben

Serves as a Host Nations Relations Advisor in the 2d Theater Signal Brigade Special Programs Directorate with primary responsibility for advising, coordinating, planning, executing and assessing Security-Cooperation (SC) efforts between 2d TSB and the armed forces of multiple countries within the U.S. European Command (USEUCOM) and USAREUR-AF area of responsibility (AOR), and/or area of interest (AOI). Plans and executes SC activities in order to favorably shape the regional security environment, build partner capacity, ensure United States (US) access, enhance interoperability, and reassures allies and partners of US commitment. Develops and maintains expertise in assigned European region, its structures, leaders, policies, and issues. Establishes and maintains relationships with key personnel and offices in partner nation organizations with whom 2d TSB activities require coordination and synchronization. Coordinates with regional partners such as European Military and Host Nation Government in Germany, Belgium, Italy, France, and may extend to other NATO countries depending on necessity. on economic and political issues involving US land forces, with a focus on supporting USAREUR-AF objectives, outcomes and tasks under one or more USAREUR-AF Lines of Effort . Supports USAREUR-AF activities involving partner nation organizations with planning, operations and information sharing. Issues are resolved by the ICS, Brigade/Battalion Leadership and Staff, Partners, EUCOM and USAREUR-AF through dialogue, meetings and correspondence. Assesses the state of those relationships and makes recommendations to support and advance them. Analyzes issues, assesses regional capabilities and capacities, and identifies challenges and opportunities. Coordinates with similar offices and individuals within the European Union (EU) commands to support USAREUR-AF strategic plan activities, agreements, Policies and regulations as required . Maintains subject matter expertise on SC activities having impact on assigned countries through message traffic, research and other sources . Sets standards, maintains fluency in regional political-military affairs, synthesizes and synchronizes staff output. As a 2d TSB Senior Specialist on international politico-military (Pol/Mil) developments and regional interrelationships in respective assigned countries, shares that expertise with 2d TSB staff. Keeps 2d TSB leaders appraised of Command Structure and policy changes as well as relevant regional politico-military developments which could impact 2d TSB. Ensures that 2d TSB operations, plans, training events, assessments and exercises are well-informed of regional limitations and opportunities. Identifies alliance support for US missions throughout the AOR/AOI. Provides recommendations to the SPD Director on initiatives and proposals relating to improving alliance response and effectiveness in the context of unified land operations. Provides information and advice to 2d TSB Staff and Subordinate Commands on Allied and Partner Nation force commitments and interoperability goals in developing SC activities. Assists in planning and executing SC activities in order to favorably shape the regional security environment, promotes US access and enhances land force interoperability. Provides advice and recommendations as required to support staff efforts and priorities. Directly supports 2d TSB senior leaders' understanding of the theater, engagements and relations with partner nation leaders, and decision-making. Routinely receives information from the S3 Operations Officer and prepares command level read-ahead and briefing materials, information papers, international correspondence and talking points, which relate to specific objectives, international Pol/Mil events and/or specific SC activities. Often provides similar support to senior leaders of 2d TSB subordinate commands. Provides recommendations on addressing EU bilateral issues for key leader engagements, Army Staff Talks, conferences and meetings.

Performs other duties as assigned.

C-7a:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III: 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV: 3 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V: 2 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.


*Office automation skills required.
*Driver's license class B is required.


LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency Level AND German Language Proficiency Level C1 required.
